Dr. Harr received her doctorate in education with an emphasis in special education from University of Cambridge. She currently serves as Project Director for the Study of the Incidence Adjustment in the Special Education Funding Model for the California Department of Education. The study will determine variability in the incidence of students with disabilities across the state who are significantly above average in cost and/or “severity,” and determine what, if any, changes need to be made to the severity adjustments in California’s special education funding formula.

As Associate Project Director for the Wyoming Special Education Expenditure Project and Cost-Based Funding Model for the Wyoming Department of Education and State Legislature, Dr. Harr evaluated the state’s 100 percent reimbursement formula for funding special education. She, along with Dr. Tom Parrish, developed an alternative cost model based on adequate resource allocation guidelines for special education.

Dr. Harr previously served as Associate Project Director for the Study of the Kentucky Schools for the Deaf and Blind and Services for All Students Who are Sensory Impaired, in which she developed recommendations on improving the educational services for visually-impaired/blind and deaf/hard of hearing children in Kentucky. She interned at the Office of Special Education Programs, U.S. Department of Education, documenting efforts relating to the reauthorization of the Individuals with Disabilities Education Act.
