About CSEF
Since 1992, the Center for Special Education Finance (CSEF) has addressed fiscal policy issues related to the delivery and support of special education services throughout the United States.

Major goals of CSEF are to:

  • Conduct policy-relevant research to improve practices related to funding special education programs and services
  • Provide up-to-date information about federal and state funding systems for special education
  • Produce and disseminate policy relevant data and reports related to special education finance through an easy-to-navigate Web site
  • Respond quickly to the information needs of stakeholders at the federal, state, and local levels
Since 1999, CSEF’s major focus has been conducting the Special Education Expenditure Project (SEEP) — the first comprehensive, nationally representative study of special education spending to be undertaken in more than a decade. CSEF/SEEP staff are currently analyzing SEEP data and disseminating SEEP findings through this Web site.

CSEF Organization and Staff
Dr. Thomas B. Parrish directs CSEF, and Dr. Jay G. Chambers directs SEEP. Drs. Parrish and Chambers have collaborated for more than two decades on studies related to school and special education finance and policy. They direct a staff of experienced researchers, with support from a Technical Work Group and expert advisors in special education finance and policy.
